A New Process in Turkey-EU Relations

After an intensive diplomatic debate, on 3 October, it was decided to start full membership negotiations between Turkey and the EU. This is an open ended decision that only startes the negotiations for the membership. In other words, the EU can freeze the process on assumption that Turkey do not comply with the terms of negotiations. Furthermore, the final decision on full membership could take another 10-15 years, or even more.

Turkey is in talks to join the European Union more than 40 years, the longest of all, since taking the first steps towards membership, and its membership was judged politically. The EU looks at the European countries applying for membership to meet the criteria set.

Since Helsinki summit (1999) in Turkey there have been some "reforms" in order to meet the EU criteria, but the characteristic of the regime has not changed. There is a fascist dictatorship. The EU, by opening talks on membership with Turkey, has declared a fascist state as democratic and therefore has again shown its democracy concept. This has shown that the strategic location of the country is more important to the EU rather than having fulfilled membership criteria.

The competition between imperialists, particularly, since the collapse of the Soviet Union and the Revisionist Block, the competition between the USA and the EU has shown its effects on the process of Turkey's EU membership. The EU does not hide that it needs Turkey for some reasons. Firstly, because Turkey is a big market. Secondly, EU has hegemonic goals in the Middle East and wants to use Turkey's geostrategic location. Thirdly, because of security issues it needs Turkey's military power

Germany, the leading member of EU, has made it obvious how they see Turkey's membership. Chancellor G. Schroder and foreign minister J. Fischer stated that by accepting Turkey the EU borders would reach the Middle East, which is strategically well important to the EU. This has shown that the EU looks at Turkey's membership from its competition with the USA and the strategic location of the country. In other words, if the EU becomes advantageous in the competition it may accept Turkey to full membership. It is unknown how long the process will take and whether it will last in favour of the EU or not, therefore it is stated that the talks are open-ended.

The process is seen by the EU as the process of "assimilation". What is understood from this is that Turkey should get out of the USA's hegemony and go under EU's hegemony. Therefore the process is expected to take long and negotiations are open-ended.

The process of Turkey's full membership is a process of crisis and threat. The EU, before and after the 3 October Luxembourg summit, has clearly stated that Turkey would face unresolved disputes such as Cyprus, Armenian and "privileged partner".

The interests of capital are stated in the Framework Agreement:

- In the EU-Turkey Framework Agreement the interests of capital and Turkish bourgeoisie are written, there are no interests of working class, oppressed masses and Kurdish nation.

- The agreement does not include any aim to change the act of slavery and release a work act in favour of working class.

- The agreement does not mention any solution to unemployment, and any increase in minimum wage.

- The agreement stipulates the freedom of capital circulation but prevents the floating of workforce.

- There is no measurement to prevent destruction of petit peasant by neo-liberal agricultural policies; on the contrary the destruction is accelerated.

- The agreement stipulates the destruction of urban and rural labourers.

- The agreement does not mention anything about the solution of Kurdish national question. It does not include Kurdish people's democratic rights, and it insists the denial of Kurdish people.

The Framework Agreement shows that the EU is the union of imperialists and the union of monopolistic capital. It reminds those who forgot this reality once more, and it destroys the daydreams of reformists who have hopes for the EU.

With the Framework Agreement, the EU, who decided to go ahead with membership talks, has approved the fascist regime's concept of oppression, assimilation and destruction.

Our task is very clear: to build a united struggle against imperialism and its domestic collaborators, and to increase the struggle for freedom, democracy and socialism.
