RESULTS OF THE NATO SUMMIT IN ISTANBUL

The agenda of the summit in Istanbul has been discussed sine the summit in Prague. Comments have been made such as the US imperialism will do everything in order to impose its "Greater Middle East Initiative (GMEI)". Because of increased reactions against this project the "Greater Middle East Initiative (GMEI)" was changed into "Broader Middle East and North Africa Initiative (BMEI)". It is important for the US imperialism that the hegemony project is accepted in general rather than insisting on its name.

Important for the US imperialism was that NATO got any duty within the GMEI. During the summit in Prague, the following opinion was presented: "...We think that NATO`s efforts must be increased in the Greater Middle East... We must direct our attention and military force towards the East and South. We are convinced that NATO`s future lies in the East, in the South, in the Greater Middle East... NATO`s future will be to prevent crisis and give an answer to them, this... could be any conflict in Central and South Asia, in the Middle East and in North Africa, the duty of rescuing hostages or operations to safeguard peace. But the threat, as we all know, consists in terrorism and weapons of mass destructions being now interconnected." (From Nicholas Burns` speech in Prague, 19th October 2003: "NATO`s future lies in the Middle East")

At the same meeting US imperialism was talking about the necessity of "new partners, new members, new military capabilities and a new strategic mission, all these have to come together to restructure NATO". But if we look from this point of view, we can realize whether it achieved this aim or not at the summit in Istanbul.

As Marx said "It is the point of view which determines the perspective". The summit in Istanbul had two meanings for US imperialism. The first point was to achieve acceptance of NATO`s new areas of responsibility, its new dimensions of duties and NATO`s new inner organization, even if no practical decisions are reached. Finally, the North Atlantic Treaty Organization, formed by the heads of government and state of the 26 NATO member countries, accepted that in their Declaration of Istanbul named "Our security within the new period". The second point was to take practical results. The US imperialism could not achieve the expected practical results in the summit in Istanbul.

In the Declaration of Istanbul it is said that the threats NATO is confronted with have changed today and that this threats result from the geographical area being much larger than before. Because of that and in order to support the protectorate regime in Afghanistan it has been agreed that NATOB4s role in that country will be expanded significantly and it has been declared that in order to fulfil this duty successfully the necessary conditions will be ensured.

In order to adjust to the new strategic conditions, NATO changes its military capability; it has been decided that NATO troops will have to continue to be transformed in order to correspond more to the aim and to become more useful.

In the Declaration of Istanbul it also says: "We agree on supporting the Iraqi people. We suggest the new, ruling, temporary government who tries to guarantee the country's internal security and is preparing for the national elections in 2005 to collaborate completely with us." So NATO confirms the US imperialism's occupation and starts training the army and police forces of the developing protectorate regime in order to strengthen it.

The declaration condemns the resistance against the occupying forces which is continuing and underlines that this resistance is threatening the Middle East's security. So even if not now it is perfectly possible that NATO will participate in occupying the country on the pretext of "terrorism" and "danger of security" and fight in the name of US imperialism as it happened in Yugoslavia.

Conclusions from the NATO summit in Istanbul:

1. The area of responsibility of NATO that allegedly is a defence organization is not longer limited to Europe. "Security beyond the borders of the former area of responsibility" that has been discussed for a long time and what actually means worldwide duty has become the main sphere of activity of NATO. In Istanbul, the security beyond the borders of the former area of responsibility has been extended after Afghanistan up to Iraq and the Middle East. So, the Grater Middle East Initiative became a part of NATO`s duties.

2. NATO can take on worldwide duties on the pretext of fighting terrorism.

3. By the statement "Initiative for Cooperation of Istanbul" which was published as a supplement of the Declaration of Istanbul, the US imperialism aims at spreading out to the Arabic countries through NATO.

4. The summit paid the fascist dictatorship so many compliments that the EU and the USA were falling over their selves to throw compliments around. The geostrategic importance of Anatolia was also emphasized. The dictatorship did not succeed in persuading the USA to exterminate the KONGRA-GEL forces but it declared to be ready for duties within the scope of NATO and the GMEI.
