The army, one side in the hegemony fight among the regime's forces, has taken over the initiative with the rallies organized before and after the memorandum on April 27. Threatening the Party for Justice and Development ( AKP ), which had the majority of votes within the current parliament and wanted the president to be elected from its own party, the army prevented the presidential elections to take place. Even Tayyip Erdogan was not brave enough to be a candidate and nominated in the last minute foreign minister Abdullah Gul as a candidate. The opposition, however, boycotted the parliament on the election day and complained to the Constitutional Court. The Constitutional Court that gathered after the army's memorandum canceled the first round of the elections and the AKP got a final box on the ears concerning the election of the president. Finally, the AKP had to accept this defeat and decided to go for early elections on July 22.
The memorandum on April 27 has deepened the polarization established between the army and the forces around it on the one hand and the government on the other hand and created virtually two fronts among the state front: The governmental party AKP represents one front of the polarization, developed within the context of "secularism and sharia"; the other front is lead by the army and contains many "civil society" organizations, from the bourgeois parties such as the CHP (Republican People's Party) and DSP (Party for a Democratic Left) that claim to be social-democratic to the Workers` Party (IP) which waves the flag of the army.
For now, the AKP is a bourgeois party struggling to apply the economical and political program of TUSIAD (Association of the Businessmen and the Industrialists of Turkey) as best as possible. Although AKP is not a party that in fact corresponds to TUSIAD's principles and its understanding of the world, TUSIAD does not have any other chance then making the AKP apply its program. Therefore, it first openly criticized the memorandum by saying "one must respect the decision of parliament" and supported the AKP. But a few days later, it changed its position and declared that one must both respect the Congress and follow those who have given the memorandum.
The hegemony struggle between the political forces of the fascist state is all about the elections at the moment. These forces, which calculate that Kurdish and revolutionary, democratic and progressive forces will also enter the parliament, suddenly let their different views and hostility on the side and started to act together. The bourgeois parties, which agreed among each other, resorted to trickeries with the aim to hinder the DTP (Party for a Democratic Society) that proclaimed to join the elections with independent candidates (because of the 10% threshold): Instead of separate ballots, which have been existed so far, there will be a single ballot with the names of all parties and independent candidates. It was also decided to ban the participation of Kurdish candidates that were sentenced before. Besides all that, imprisonments and military mass operations in Kurdistan were another attack to influence the elections. And finally, it was decided that the soldiers' names of the occupying Turkish army will be registered as voters - although a contradiction of their own laws) in those areas where Kurdish candidates might win the election.
The rallies against the AKP; which were started by supporters of the army, were continued to be organized by bourgeois left-wing parties under the slogan to be "against the sharia and military coup". The aim was to get the support of progressive democratic groups that are especially against military coups and sharia so that a basis of voters is being formed. These rallies with the big Turkish flags were continued to be organized on the basis of racism and chauvinism and were even realized in Europe. The organization of such rallies continues as an effort to create a social basis within the inner polarization of the regime.
With the memorandum on April 27 and the threat of a military coup, the army has partially achieved its aim. It has made the other bourgeois parties weaken and prevent the AKP from forming the government by its own. As a result, the CHP and DSP did not agree on merging, but on acting together concerning the elections and the parties ANAP and DYP merged to DP (Democratic Party).
