On October 6-7, 2009 the Board of Governors of IMF and WB gathered at Istanbul. After meeting on isles and on the mountains, this time the annual meeting took place in a hall that had been built only for this meeting seven times under the earth. Altogether delegates from 186 countries to discuss the deep economical crisis the capitalist world is living. The imperialist financial institution IMF was welcomed by the Union Against IMF and WB, workers and labourers, antifascists and anti-imperialists, in a way that it deserved. The people of Istanbul had prepared a welcome action to the bloodsuckers saying "We make Istanbul a hell for the IMF". For two days a huge resistance was shown against the police' attacks with gas bombs, truncheons and pressurized water. Besides the anti-imperialists defending themselves with Molotov cocktails, slingshots and by throwing stones, many people from the surroundings were affected by the gas and had to be taken to hospital. One person who passed by lost his life. 260 people, among them only 190 registered, were arrested as a result of the clashes, two people were imprisoned, and hundreds were injured, among them two heavily. According to the statements of the Governor Guler, 18 branches of different banks, 10 police cars, 1 motorbike, 7 working places and 6 consulate buildings were destroyed. At the actions the anti-imperialists shouted the slogans "Imperialists, collaborators, don't forget the 6th fleet!" and "Down with imperialism, long live our struggle!". The preparation and attacks of the IMF protests were equal to the police terror on Mayday. Those arrested were beaten and faced torture as well as were hindered to meet their lawyers for a long time. In order to show the number of the arrested as low, many arrests were not even registered. While civil fascists participated in the police attacks, the bourgeois media declared the legitimated violence the anti-imperialists were using as terror acts. This was a sign for the fact how much the imperialist forces are scared from the oppressed people's power. Workers and the oppressed became a barricade on the streets and showed that not IMF but socialism is the future of humanity. The protests against IMF on October 6-7 became an example of the anti-imperialist resistance in our region that has grown from Seattle to Geneva against imperialist summits. As in the huge resistance developed against the NATO summit in 2004, Istanbul was made a hell for the representatives of imperialism. An important characteristic of the resistance developed against the IMF meeting was the fact that the progressive, revolutionary organisations organised themselves within a huge union and the militant clashes of this union on the streets. As in the resistance developed before against the NATO summit, not only revolutionaries but a huge anti-imperialist block was on the streets. The actions and activities that were started several days before the meeting as well as the shoe that was thrown at the IMF president Dominique Strauss-Kahn were other reflections of the rage against the IMF policies. While IMF tries to make the workers and labourers pay for the economical crisis, with the protests on October 6-7 the labourers once again showed that they are going to make the bosses pay the bill of the crisis. IMF is the representative of capitalism that can't hinder any economic crisis. The privatisation of education and health and the slavery working conditions that were ensured with different laws, both as a result of the neoliberal politics, were among the directives of the IMF. And, it is the IMF that supports and triggers the fascist coups. At the IMF meeting that was realised in the shadow of the economic crisis, bourgeois rigmaroles such as "the crisis will be overcome soon" were renewed. The topic that was focused on of the agenda and among the decisions in Istanbul was "new duties of the IMF". The decisions of IMF were summarized in 4 points and titled as "the Istanbul decisions". "The Istanbul decisions" are of the same decisions taken at the G 20 summit in Pittsburgh. The decisions aim at the imperialist financial capital to expand on a broader field and a wider region on a broader region through the IMF and WB, and to have conditions of more flexibility to act. The decision following the discussion on defining the scope of the duties contains the expansion of the area of limited intervention in terms of the running progresses and the regulation of the stock market of IMF that was ossified regarding the economic crisis. Another decision taken determined the expansion of the distribution of credits and the flexibility, and this was called "overcoming of the global unbalance" and means the new colonial and dependent countries running quicker into debts. The increase of quota of running into debts is another decision that the 54 countries including Turkey have to realise as one of the first steps. At the meeting it was also decided that "the IMF should contribute to the period of mutually evaluating the G20 policies. This decision means that the G20 and actually the G8 should have more control on the IMF. Besides, when the capitalist world is currently living a deep economic crisis now, the fact that the IMF and all institutions of capitalism have limited options to renew themselves and act as they want has shown itself in the limit of the meeting's decisions. The decisions on the role of the IMF f.ex. will be determined in the following meetings. The capitalist world can only radically renew itself through certain economic institutions such as the IMF, if they free themselves from the oppression of the ongoing crisis. While imperialist capital is looking for medicines for the crisis with the IMF meeting, the protests on October 6-7 became a new data of the rage of the workers and oppressed against the capitalist barbarity and their efforts to turn this rage into an organised struggle. Even if they go up the mountains or retract to an isle, or if they go down seven times under the earth, they won't get off from the workers' and labourers' rage. Those making decisions today will bow tomorrow. The mass movement that is growing with every summit will multiply like the shoes thrown in Iraq at Bush and in Istanbul at IMF Managing Director Dominique Strauss-Kahn.
