Under the lasting conditions that the insincerity of the AKP government's "initiative" period has openly displayed by all democratic groups and the Turkish bourgeois state to insist on no solution in the Kurdish question, the Declaration for a Democratic Solution and Peace is a political onset of the Kurdish national movement and a product of the search for an addressee in the Kurdish question. 01 March/ International Bulletin/ Issue: 91 The leadership of KCK (Kurdish Communities Union) recently published the "Declaration for a Democratic Solution and Peace" at a time when the liquidating content of the Kurdish Initiative, that included contentious debates, expectations, mutual attacks and critical fights, became quite clear. The declaration published with the date of February 2 and signed by Kongra Gel's Presidential Board and KCK Leadership Council summarises first of all steps by the Kurdish national liberation movement undertaken so far, the ceasefire periods in 1993, 1995, 1998, 1999, 2006 and 2009 and the Turkish state's insistence on its annihilation and denial politics. The declaration also describes important statements on the achievements of the Kurdish liberation movement. It is explained that the resistance developed on the movement's legitimated defence line has led to important results, and the achievements of this resistance are described as "besides military successes, ideological upturn, organisational growth and receiving an important level of social action". The declaration made a total evaluation of the "Kurdish Initiative" that has been on the political agenda of Turkey and Northern Kurdistan for months and considers this period a result of the Turkish state's and the AKP government's search for national and international support as well as a legitimated basis for own politics. It is also the continuance of the AKP government's denial and annihilation politics that failed with the elections on March 29, 2009 in form of a new tactics. It says: "Despite some steps only for show and creating an atmosphere as if the question would going to be solved, today it has become clearer that this politics is nothing else than the liquidation of the Kurdish Liberation Movement." The declaration also mentions the arrest, detention and military attacks of the Turkish state on the Kurdish liberation movement's legal democratic organisations. It says that the most important aim of these attacks is to leave the guerrilla without any support and to liquidate the liberation movement with the military operations in 2010. It is also said that the Turkish state aims at associate international forces, mainly the USA, as well as regional states such as Syria and Iran, to create a contradiction between the Kurdish organisations in South Kurdistan and the Kurdish Liberation Movement; and to complete the AKP government's psychological, diplomatic, social and economical onsets with a military onset to receive a result. The declaration describes the democratic solution to receive with main principles and demands mentioned as 3 principles and 4 steps. The 3 principles that are proposed "for Turkey to become a democratic country and for the development of a permanent solution in the Kurdish question, to strengthen mutual confidence and stability and to ensure a real social reconciliation" are as following: Firstly; a Democratic Nation where no identity is going to be dominating and privileged. Secondly; A Democratic Fatherland where no country in which a society is living is ignored and where all societies can live. Thirdly; a Democratic Republic, where the borders are not made a problem and where the societies' national and political rights are approved in democracy. The declaration stresses that these 3 principles must be guaranteed with a constitutional regulation. The 4 steps that are wanted to be undertaken for the development of a permanent peace period are as following: To mutually stop shooting and to end the military and political operations; the release of all Kurdish politicians who have been behind bars since April 14; to ensure that Ocalan is kept under some kind of house arrest so that he could play a role in the democratic solution (as a first step), and to start negotiations between the parties and to advance the period. In the Declaration for a Democratic Solution and Peace, the KCK leadership calls on a broad group from democratic forces, left-wing, socialist, liberal-democratic groups, Alevi unions to democratic Islamic groups and asks them to take initiative. Southern Kurdish politicians are also called on to realise the AKP government's furtive politics, not to support the government and to unite its forces for an honoured peace and a democratic solution by showing a stronger solidarity. The 3 principles that guide the declaration are based on the understanding of a democratic republic that has been defended by the Kurdish Liberation Movement since 1999 when the Kurdish national leader Abdullah Ocalan became detained as a result of an international conspiracy. While in the principles It says "democratic nation" and it means the Turkish and Kurdish nations together as a single democratic nation, the denial of the Kurdish nation is rejected. The principle of a Democratic Fatherland rejects the denial of Kurdistan, and on the other hand, it doesn't state the right of the Kurdish nation to separate itself. The principle of a Democratic Republic contains the acknowledgement of the Kurdish nation's collective identity and national and political rights within a state and within the borders of a bourgeois state, too. The 4 demands mentioned in the declaration define the insurance of the minimum conditions so that the meetings and negotiations for a solution could be started. The political understanding of the declaration is to spread the basis in Turkey, in the four parts of Kurdistan, in the region and internationally and to create pressure on the Turkish bourgeois state to leave out the idea of a solution without the PKK . The declaration is also a political preparation for the annihilating military operations that will be started in the spring months, and it is clear that it won't receive any support from the bourgeois liberals as a result of the call it made to different forces in Turkey. The silence of the bourgeois media towards the declaration is also a sign for that. The revolutionary and democratic forces' answer to the search for the Kurdish liberation movement to have an addressee in Turkey must be related to the labourer solution on the Kurdish question. This is quite important from the point of view of the struggle against the colonial fascist dictatorship.
