The 1st International Conference against the Disappea-rance Under Custody, which was organised on 17-19 May 1996 in Istanbul against the repression and annihilation attack of the imperialist capitalist system on the communist, revolutionary and progressive opposition in order to repress the oppresses classes' and nations' social and national liberation fight, founded the International Committee Against Disappearances - ICAD and had also announced 17-31 May as Weeks of International Struggle against Disappearances in Custody. During these weeks, where international struggle against disappearances is upraised and the perpetrators are tried to be brought to justice, there were many actions organised in Turkey and Northern Kurdistan.
In Istanbul, ICAD, IHD (Human Rights Association) and YAKAY-DER (Association of Support and Solidarity with the Families Who Lost Their Families) have set a joint programme regarding the Disappearances Week and gave start to their actions on 17th of May. There was a commemoration action held at the graves of Hasan Ocak, a founding member of MLCP and the symbol of fight against disappearance, and Ridvan Karakoc in the Gazi cemetery of Istanbul. About 300 people participated in the commemoration. On 21 May, the Saturday Mothers, who organised vigil in front of the Galatasaray College for about 200 weeks between the years of 1996-99, have once again met in same place in order to bring perpetrators to account. Almost all neighbourhoods of Istanbul witnessed to the "We will bring perpetrators to account" screams of the ESP (Socialist Platform of the Oppressed).
The slogan of "Find Disappearances, bring perpetrators to account" have upraised in many actions such as demonstrations, meetings, press conferences, panels, commemorations, photo exhibitions and etc. from Istanbul to Adana, Izmir to Malatya, Ankara to Manisa and Eskisehir to Antakya. The main organiser of the actions was ESP. But in various places, many progressive, revolutionary and patriotic forces like IHD, YAKAY-DER, SGD , DEHAP , SDP , EHP and the readers of Mucadele Birligi, Partizan and Tekstil-Sen (Textile-Union) have also participated and supported the actions. ESP both emphasized that the method of disappearances systematically implemented and still being implemented against the progressive, patriotic and revolutionaries from Chile to Nepal, Argentina to Turkey and to Iraq, that we cannot stay silent to the states' kidnapping and disappearances attacks and it will not stop its efforts to bring perpetrators to account.
And ICAD, which actively fights against the disappearances all over the world since its foundation in 1996, has also organised many actions throughout the Week of International Struggle against Disappearances in Turkey, Germany, France, Switzerland, Britain, Holland and Belgium, and stressed out that it will continue to upraise the struggle.
In its statement it said "ICAD acts with the conscious of that the struggle against the disappearances and all sorts of human rights violations can not be dealt separate from the struggle against the imperialist war, occupation and neo-liberal attacks". ICAD also called on all democratic and progressive people to defend disappeared people and to increase the fight against the perpetrators and the disappearances under police custody. Until now, ICAD has organised conferences in Istanbul in 1996, in Colombia (1997), in Philippines (1999) and in Germany (2002). It prepares to organise the next one in Kurdistan (Amed city) in May 2006. The conference will be held in Amed because of two reasons; firstly, the disappearances in Turkey and Kurdistan still exist and according to the IHD records there are 850 disappearances, and secondly, because of thousands of disappearances in Iraq and the Middle East.
ICAD calls on all sensitive organisations and individuals to meet in the 5th International Conference against Disappearances and to be the voice of the disappeared people.
