MLKP is a party that produces itself on the basis of collectivism. Therefore, the freedom of discussion and criticism is the most valuable right owned by its members. The communist vanguard, by giving another example of socialist democracy and collectivism with its 5th Congress, has achieved the high level of unity of will-power in defining the problems which it faces and defining the ways and methods for the solution.

Our Congress -which discussed the ideological, political and organizational achievements and successes, set backs and weaknesses of the Party in the period, its tasks and responsibilities in the coming process, the political and social situation in Turkey and Kurdistan, the forms that the developments could take on these subjects in the near future and the tasks in connection to the political and economic developments in the region and in the world- has opened new horizons in our fight for freedom and socialism through the revolutionary conclusions that it has drawn.
Realized in the spirit of June Uprising and Rojava Revolution, the 5th Congress of MLKP became a new expression of our Party's commitment to our immortals and the ideals of all revolutionary martyrs with its evaluations, decisions and perspectives. It has developed the communist vanguard's point of view on organizing the revolution, and strengthened its commitment and unity of will-power.
Once again, the 5th Congress has revealed that the MLKP is a power of self-criticism. It has conducted rich discussions by calling the revolutionary self-criticism to help in order to understand and overcome its mistakes, to change, to renew and to arm with stronger qualities.
Our 5th Congress has developed perspectives for the new period on the basis of self-criticism on various subjects, some of which were later resolved partly and some were resolved in great proportions. These subjects:
The Central Committee's critical mistakes, lack of will-power and failures about its internal organization, leadership understanding and the working style, which effected the whole party in depth following the 4th Congress;
Not being able to direct its development on the basis of the 4th Congress decisions;
Hesitation, zigzags and weakness of the unity of will-power, in practising the perspectives on party understanding and in boosting the party as the total of different forms of organizations and the fronts with different functions;
Set backs in practising the Party's understanding and style in political leadership and political struggle;
Weakness in moral unity, comradely relations and revolutionary atmosphere;
The low level of organization;
Serious mistakes in cadre policy that heavily effected the party life in the form of compromising with those who suffered qualitative setback on ideological and political levels,
The failure in doing effective politics with the political military front,
Not intervening to the disintegration of different institutions and positions that were created with great effort and prices on different fronts, not calling the liquidators, who bare the responsibility, to account;
And on-look to the ideological and organizational disintegration of the youth organization.
Our Congress has given the directive to continue on the path which started but did not reach the target and complete it, to organize the MLKP as the total of different organizations and fronts with different forms and functions. This requires the fulfilment of the tasks in increasing the success level of works for recruiting cadres multiple times, increasing the level and number of professional revolutionaries, and as well as asking a strong will-power from the leadership of the party.

Our 5th Congress, -which has given the directive for success, proficiency and continuity in using all forms of methods of struggle that are not in contradiction with our ideological values and are required by the political conditions in organizing the revolution, from legal and illegal, peaceful and mass violence, armed and armless tools and methods-, drew attention on the fact that a party which is not doing politics through the underground organizations and politic-military organizations and its forms will not be able to organize revolution under the conditions of fascist dictatorship and colonialism based on denial, and decided MLKP to show stronger existence in the future activities than the past practices.
The 5th Congress has widened the horizons for our Party, which is also a force from Kurdistan, not to limit itself only with Northern part in its organization and political struggle, but to act with an understanding of socialist patriotism that spreads to whole Kurdistan. Rather than the classic existence of parties and organizations from Turkey or Kurdistan, who describe themselves in such way or take a certain nation as the base objectively (not only in regards to how they describe themselves, but also on the grounds of their practical relationship with national democratic demands and national freedom demand), it decided to strengthen MLKP's characteristic of being united party of Turkey and Kurdistan, to change the expression of the party on international level from "Turkey and Northern Kurdistan" to "Turkey-Kurdistan", and it decided the re-organization of the Kurdistan Organization on this basis.
The MLKP's 5th Congress, which has taken decisions on developing the united struggle in Turkey and Northern Kurdistan and the popular democratic front, on the increase of efforts in creating regional struggle platforms and of international efforts, has made various changes in the constitution and the program of the Party. Here, we are presenting as a full text, the political developments and structure of the regime, the imperialist globalization, the relations with anti-capitalist Muslims' movement, and the evaluation and decision in regards to comrade Serhat Yildiz by excluding the CC Activity Report and various decisions and perspectives, which has been touched shortly above, due to organizational security reasons.
